I would venture to say no. Chlorine is a highly corrosive chemical. It is used in Swimming Pools to eliminate algae. So if chlorine is destroying plant life, insects or smaller living particulates would have no need to inhabit a water system with no food.

In addition, enough chlorine can burn skin and mucous membranes, I don't think insect exoskeletons can withstand it either.
