Have you tried locking the dog up inside? Sometimes turning on a radio or tv might work, though not always. You might get a barking collor, though I do not actually suggest one, cause there are no shocking collars that actually teach a dog anything other then to be afraid of that collar. The collar wont teach the dog to be quite, it'll only teach it to be quiet when the collar is on. -which is a major difference--
If you can't find a way to keep him quiet for the day, then try the barking collar, just remember that the dog will most likely only stay silent if he is wearing the collar if you choose to train him that way
There's always sodium pentobarbital... Assuming you don't actually want to euthanize the dog, then you can get a collar which is sensitive to loud noises and will shock the dog when it barks. The dog will rapidly learn to associate barking with discomfort and should stop barking needlessly.
The most humane way to control your dog's bark is by placing a system outside near where your dog barks the most. It comes in the shape of a birdhouse and will emit a high pitched sound, only your dog can hear, when they bark. You can purchase them for $40. There are four different types of dog barks that can all be controlled in a humane way. Anxiety barking, when your dog barks at every noise at home, can be fixed by making your dog's environment more comfortable. If your dog barks at the window constantly, create a room with a TV or toys in it. When you get home and your dog is barking, take him to the room until he calms down. Reward him for listening. The territorial bark can be controlled by implementing a "stop" command, Reward him if he listens. Attention barking can be controlled by putting your dog in timeout and ignoring him. When he stops you can reward him. Boredom barking can be fixed by creative feeding patterns and new toys.
A dog’s bark can save lives by alerting people to dangers such as fire or intruders. As helpful as the bark can be, it usually disrupts more than it helps. A dog that barks too loudly and too often can anger neighbors, frustrate owners, and create stress for visitors to a home. For this reason, many companies produce bark control devices to help owners that want to reduce the amount of unnecessary barking done by their dog or dogs. Bark control devices fall under two broad categories: Pain or No-Pain devices. Most people prefer to use painless devices to control barking. This is more humane and less traumatic for the dog. A painless device also works just as well as a painful device. - Electric Shock: When the dog barks, a painful electric shock is delivered to surprise the dog and discourage it from barking again. This is probably the least preferable of all devices. - Sound Sensor: Sound sensors deliver a shock but they can misread environmental cues. Another dog barking in the background might trigger the shock, delivering an incorrect punishment to a dog that wasn’t barking. - Sonic: When the dog barks, an annoying sound is activated that should discourage the dog from barking. - Vibration: When the dog barks, it receives a vibration, which breaks its state of mind and delivers a pain-free distraction that halts barking. These bark control devices are commonly used by trainers and dog owners in an effort to save their dog from a worse fate. Some people are forced to give away or put a dog in a shelter because of its barking. Others have children that cannot sleep because of a barking dog. Most people exhaust all possible methods before turning to these devices, but in a last resort situation, these many products have kept families from having to give away a dog they love very much. Most bark control devices are affordable and simple to find in any store with a pet department. Their efficacy varies depending on the dog’s personality type and the type of device used. It’s safe to say that a bark control device is an affordable way to try to break a dog’s habit of barking too often and too loud.
There are a number of effective methods to control and keep a dog from barking. One could take their dog to obedience classes to learn the skill, or could work at it at home with positive reinforcement training.
You can't. You can only control your posts and not of your friends'.

Controlling noise in a city apartment is no small feat. If you add into the mix of possible noise sources the barking of your very own dog, it is time for a serious reevaluation of what constitutes quality of life – yours and that of your neighbors. How much barking is too much? While there is no question that you would not want your mutt to be quiet when a stranger is about to enter your home, excessive barking can put a serious dent in your relationship with your favorite canine – and your neighbor First, you identify the situations in which you want to stop the barking. Then choose a treat he likes, and get a simple spray bottle that you fill with plain water. Spraying your dog with water is completely harmless, but it will get his attention. Choose a treat that you know your dog loves. The next time he barks, tell him to “shush.” If he doesn’t, spray the back of his head with cool water. This will make him quiet, and you say again “Good shush.” Give him his treat. You can also, together with the word, use a hand signal, like putting your forefinger across your closed lips. The next time he barks, depending on how fast a learner he is, the hand signal or “shush” might be enough, but some dogs need several such mini sessions. These are the key ingredients: nothing but a beloved treat, a spray bottle with plain water, and persistence. As with all training and reeducating of animals (or humans), consistency is of the essence. You cannot be determined and follow through each time he barks one day, and the next when you come home from work tired and preoccupied, shrug and let it go when he barks. This is confusing to the dog and will annul all your previous hard work. A word on putting on bark collars or cutting vocal chords: don’t do it. It is inhumane and nothing but a lazy way out for something a little training can do. With animal “ownership” comes responsibility. Please don’t be worse than your dog’s bark.
