There are no Paso Finos on Howrse. But you can chose another closely related breed the Peruvian Paso. You can simply go into the sales and bid on one, or contact someone who breeds them and ask if they will sell you one.
It is probably the Paso Fino (or Peruvian Paso) but I'm not sure if there is a different Peruvian breed in the Andes. I would say it must be the Paso Fino.

You must already have a Purebred Spanish. Or you can buy a Purebred Spanish horse in the sales already purebred. It is impossible to make a breed or breed two breeds of horses to make another breed in Howrse. Only the Administration can make new breeds.
It changes everytime howrse bring a new breed out. At the moment it is Fjord as they are relatively new. Otherwise, it is the Peruvian Paso.
