You don't. The story is about a dog in a Tibetan monastery. The Dokhi Apso, better known as the Tibetan Terrier, was kept by Tibetan monks. But the dog in the movie actually is a bearded collie (origin: the UK). I don't know the exact reason why the makers of the movie didn't use a real TT. One possible explanation is that TT's can be very stubborn when not treated with understanding and patience. That's not a useful characteristic for a 'movie dog'...
So, if you really want a Dokhi Apso as big as the Shaggy dog, get a bearded collie. But if you're looking for the perfect family companion, a TT is hard to beat. Among the advantages over other dog breeds, is that they are known to be very robust and have a long life expectancy in comparison with most other breeds.
From Wikipedia: The Tibetan name for the breed [Tibetan Terrier], Tsang Apso, roughly translates to "shaggy or bearded (apso) dog, from the province of Tsang". Some old travelers' accounts give the name "Dokhi Apso," or "outdoor" Apso, indicating a working dog which lives outdoors. Other "Apso" dogs from Tibet include the smaller and more familiar Lhasa Apso (called the Lhasa Terrier in the early 1900s) and the very rare Do Khyi Apso (bearded Tibetan Mastiff, sometimes considered as a Tibetan Terrier/Tibetan Mastiff cross.)
The dog in the movie 'the Shaggy Dog' comes from a Tibet monastery so the logical conclusion is that it's a Dokhi Apso, a very old Tibetan breed that is known in the west as Tibetan terrier. Although the dog looks much like a Tibetan terrier, it actually isn't one. An adult male Tibetan terrier measures 14-16 inches and weighs 18-30 lbs. The dog in the movie is bigger: at least 20 inches tall and weighs over 40 lbs. The 'Tibetan terrier lookalike' that fits this description is the bearded collie. For the movie, seven bearded collies were on call for the role of the Shaggy Dog, though one dog with the name 'Coal' performed most of the action. or it can be a yorky
