Most puppies are born at 30 to 60-minute intervals. It is possible, however, for the mother to take a break of 2-4 hours and start delivering again. If you had the mother x-rayed to confirm the presence of puppies you will already know how many puppies she was carrying. If not, and if you have any concerns that she might not be done, take her to the vet for an x-ray to confirm she is done. If she retains a puppy it will almost certainly die, but it can also kill her and any other puppies not yet delivered. You should take your bitch in to the veterinarian for an examination after having a litter of puppies even if you think she is done.

Your dog is a female right? Because if it is, and its having problems nursing, there could be multiple reasons for this. If, for your dog, it is the first time having puppies, it oughter know instinctively what to do, and you should consult a breeder or a vet. They may need to do a number of bonding like things to get the mother to accept them as she may of rejected them at birth.
There is really no way to know unless you have had an ultrasound or radiograph done by a veterinarian. If you had rads/ultrasound done, then you could count the number of puppies born vs. the number of puppies the vet said the dog would have. Otherwise, if the dog has been struggling and pushing for over an hour with no puppy produced, get in to the vet's office ASAP!
My dog is having the same problem, luckily we have another dog who tends to take care of the first dog's puppies, but still, why won't she pick up her own puppies?? The bigger dog takes care of the smaller dog's puppies.... the smaller one has never picked up her puppies...
