Hi If it is on the outside of the gum, and visible, it can be relieved by swilling warm salted water round the mouth, then pricked with a sterile needle to release the Pus and fluid. Squeeze gently until all pus is removed, then swill mouth again with salty water. Abcesses are usually the result of an infection in the root of the tooth, and if not treated will re-occur. A common anti-biotic - tetracycline or penicillin based generic treatment should also be taken and a dentists consulted as soon as practicable!
The Vet needs to remove the tooth that"s causing it followed by antibiotics.

Abscess tooth.
You might make the swelling in your throat go down by taking Benadryl or another antihistamine to combat the allergic reaction. It is always important to seek medical attention if your throat swells.

Hard to say without knowing why the lip is swollen. That said, cold packs/ice packs are most frequently used to reduce swelling from tissue damage or bruising. Make sure whatever caused the swelling is treated as well.
