I've never dealt with a case like this one, but I would say to watch the dog while he/she is outside, as soon as you see the dog about to urinate on the surface correct him right away. When you correct the dog just give him like a tap on the neck to get his attention. When you notice the dog backing away give him positive reinforcement, like a treat etc. Good luck!
