Try feeding the dog the same amount of food, and only at certain times of the day. When it appears he/she has eaten his/her fill, take the food away.

This way, if the dog is addicted to eating food, he cannot graze on the food as he/she pleases.

If you feel that you must give the dog treats, give them only as rewards for tricks, not just as rewards for "going outside" or some other trivial thing. Stick only to dog treats, not human foods, and give them only on special occasions, so the dog does not become accustomed to receiving them, or tries to get treats for everything.

Also, if the dog tends to roam by the dinner table while someone is eating, become strict. Say "No" firmly, do not purposely drop food morsels, or even put the dog outside or in another room entirely when a meal is in session.

Hope this breaks the habit. :)
