This happened to a pet of ours in the past. The quickest fix was using a nasal spray, or something similar with neosynephrine as an active ingredient. This will constrict the blood vessels and slow/stop the bleeding. We sprayed the nasal spray on his paw and he licked the substance off -- repeatedly -- until the bleeding slowed. This took around 15 minutes, but worked like a charm! His natural reaction was to "lick" anyway since the blood was continuously coming from his tongue, so he had no problem lapping up the nasal spray.
