A lot of dog communication isn't vocal. For instance, if you ever notice your dog stopping at every couple of houses to do its business, your dog is scent marking, which is basically saying This is my territory, don't mess with me.

If you see a dog with their ears down, and tail tucked between its legs, the dog is being submissive, normally towards another dog.

Most dogs will bark at other dogs, or at least give them some recognition. If they do bark, it may not necessarily be in a bad way. Most Dog Breeds are descended from one common relative, the wolf. Since wolves live and hunt in packs, dogs are social by nature, so it is normal for them to get excited when they see a new dog. Some dogs, like terriers, might be quick to try to show their authority, but others, possibly a golden retriever, couldn't care less.

Every action has a meaning if you look hard enough. Every dog is an individual, so they may have different behavioral patterns than their breed standard, but there are definitely some common communications.
