The USDA is responsible for regulating dog breeders, check to see if they are licenced, this is easlily done with Google! You can also try your local humane society sometimes they are able to help. Start a journal of some sort to track why you suspect this, the more specific (dates and such) that you can be the better, also if you can get photos this is extremly helpful too. If you are not able to get help through USDA or HSUS it is often very helpful to raise community awareness, take copies of photos and other documentation to a local news authority, sometimes just getting the work out can be very helpful!
