that depends on the type of fish. Some have swim bladders that they add or remove gas to to make them more or less buoyant respectively. Other fish such as elasmobranchs (sharks etc) have oily livers to help them float (oil floats in water) but they have to just keep swimming to stay up. Some fish live on the bottom and don't bother with any buoyancy mechanisms.
