It depends on the person as far as you need to dig to plant your flowers. It depends on how deep the hole is and how far you want to plant the product as well.
Gopher tortoises dig burrows in areas where it is very hot in the summer and there is little shade. Other animals escape from the heat in these burrows. The burrows also provide shelter during cold nights in the winter, and a place for small animals to escape wildfires.
To locate gopher tunnels in your yard, look for mounds of dirt with a plugged hole in the center. Gophers create these mounds when they dig tunnels underground. You can also use a probe to gently poke the ground and feel for soft spots, which may indicate a tunnel below.

Gophers are burrowing animals, who rely on soft soil to dig burrows that serve as their homes, pantries, and nurseries, so without patches of dirt in which to dig these burrows, a gopher would have no way to survive. Gophers eat grass, roots, bulbs, tubers, and seeds, and they love vegetables. While most of the city would prove a rather inhospitable environment for the gopher, if one were to find its way into a city garden, I imagine it would find itself quite happy-until the garden's proprietors got sick of having their vegetable eaten.
