It could go either way. In a wolf pack strength and speed are important. If you're stronger than another wolf your rank will be higher than others, but the main thing that determines the leader is the genes. There is a gene called the alphetic gene. This push's the wolf to become more dominant and more aggressive so that they are the leaders. This is why some wolves leave the pack to start another. So there is not just one wolf that leads. Both the Alpha's lead, just one is more dominant.
