I guess it matters where and when it happened, who you stole from, and the town, city, state, country it happened in. However, I would not try it. Stealing somebodys horse is rude. They put their hard work, time, money and sole into just ONE horse and somebody else comes and takes it away ILLEGALLY!? That's just horrible.
Baked when people were hung for stealing a horse it was terrible because people used their horses for travel, and there was great distance between towns so it was a matter of life and death. Also people used their horses on their farms it was their way to make a living. Lastly sometimes if needed they would use the horse for food.

This would depend on the state in which you live, but stealing electricity is typically charged as larceny and could net you several months in jail , or prison time. States typically will look at the dollar amount, ie >$5000 is a felony, etc.
