I'd say water. For cats, milk is often preferred, but should not be given as many cats cannot digest lactose in cow's milk, and can cause an upset stomach.

Other cats drink outside or from the loo, or any dripping tap. They do not often drink from a bowl but they do get thirsty so you should always provide it for them.
