Yes, rabbits are often shy, because they are prey animals. The mind of a prey animal is to always be on guard, because they never know when a predator might be about to attack and kill them. (We may know a rabbit is safe, but that doesn't mean the rabbit knows it.)

Rabbits are also social animals, too, so when they feel safe and trusting, they will usually go to people and try to cuddle and play with them.

Rabbits have unique, individual personalities. Some rabbits are more shy than others, and some are more outgoing.

The happier your rabbit is, and the less stress and anxiety it feels, the less shy it will be. As the pet owner, it's your job to do everything you can to make your rabbit happy.
