Play with it and try to make it like you
Trying to "make" someone less shy is generally a bad idea.
it is shy
Yes, rabbits are often shy, because they are prey animals. The mind of a prey animal is to always be on guard, because they never know when a predator might be about to attack and kill them. (We may know a rabbit is safe, but that doesn't mean the rabbit knows it.) Rabbits are also social animals, too, so when they feel safe and trusting, they will usually go to people and try to cuddle and play with them. Rabbits have unique, individual personalities. Some rabbits are more shy than others, and some are more outgoing. The happier your rabbit is, and the less stress and anxiety it feels, the less shy it will be. As the pet owner, it's your job to do everything you can to make your rabbit happy. Of course, what makes people happy are not the same things that make rabbits happy! See the related questions and links below for more info.

HOW??? THATS EASY! HANG OUT WITH THEM, or talk to them! make them feel better or less shy
Depends on your opinion, but there are good things and bad things about both. Females tend to be more placid, but also are shy. Males are more aggressive, but also more outgoing. This does not apply to every single bunny in the universe; I have a very aggressive and playful female and my sister has a timid male. It depends on the rabbit.
If you are shy and want to make friends, you can join some after school activities.
You can encourage your Elf on the Shelf to be less shy by interacting with it more frequently, giving it compliments or rewards for good behavior, and creating a welcoming environment for it to feel comfortable in. Building a routine that involves the elf can also help it become more engaged and less shy over time.
Talk to him and try to make him feel less awkward. Try to make the first move on everything if he is shy, like be the one to take his hand or be the first to lean in for the kiss.
