Yes. They will poop a lot and you will have to clean the whole cage with water and a washcloth. Heres a little list from what i can remember when I had a hamster:
1) food
2)water
3)happy
4) excersise
5)clean
Also make sure that any larger animal comes near the cage or it could kill it.

well any animal can be a little bit of a pain and hard to take care of so i would say yes it is hard to take care of.
That all depends on the 9 year old. If you think he is responsible and will take care of it then yes. Maybe try getting a test pet first like a fish or something and tell him if he can remember to take care of that for some time then he can have the chinchilla.
