I've had cats all my life and have not seen this, but it could be a few things.
The cat could have fleas or another parasite.
The cat could have a skin condition that is causing flaking or scabbing. This can be cause by Allergies, fungal infection, etc.
The cat may be rolling in something like dried leaves or maybe seed pods under a bush.
They shed twice a year. In the Spring, it is heavier as they do not need such a warm coat, and in the Fall. You can not stop it. You have to brush it.
its mainly an opinion, but cats with no hair don't shed and cats with hair usually do.

Well, they have hair because they are mammals and were made that way but they have very little hairs, and sometimes they fall off, well actually they fall off when they are just born.

You shouldn't do any hair scenes while it is wet because it can damage you'r hair and little hairs may fall out. Wait until it is dry to do any hair scenes.
