A regular working horse does not need to be clipped. You are taking away his natural ability to heat and cool himself according to the time of day and the time of year. You will shorten his lifespan if you clip him as he will depend on you to supply him with a warm shelter and a blanket to keep him warm during days/nights when he doesn't have enough hair on him to keep him warm. If he's for showing, that's a little different, but, for the horse's best interests, it's really unnecessary. Clipping is only for aesthetics according to the human's point of view, and not for the welfare of the horse. It's best to leave him as natural as possible, no matter if he's being used for work or show.
