Because it is thirsty.

It could mean that is has Diabetes but it probably isnt. Take it to your vet just to make sure.

I do not want to worry you, it could be nothing; however, if your puppy is obsessed with drinking water and is difficult to potty train (lots of little accidents - almost as if he/she doesn't realize that they went potty) and is a finicky eater it could be juvenile renal dysplasia. Last week we were trying to find answers on the internet for our 4.5 month old doberman puppy's behavior. Unfortunately, she became sick and we found out that she is in the early stages of kidney failure. Fortunately, we have modified her diet, she is on medication, and we are giving her IV fluids every day - she has been doing great. Again, I don't want to scare anyone unnecessarily, but I wish we had learned of this disease earlier when we were searching for possible reasons of her excessive water drinking. This is not very common, and when we told our vet that she was drinking and going potty a lot, we received potty training tips. If this sounds all too familiar, please have your puppy seen by a vet, in which an ultrasound of the kidneys is a good route if the puppy is > 2 months (younger puppies do not have fully developed kidneys so an ultrasound will be useless) also simple blood tests (elevated BUN and creatinine levels) will only be observed when the kidneys are getting weaker so you need to make sure that you and your vet remain diligent on monitoring (and possibly testing).
