It is likely that your cat has an urinary tract infection. This is more common in male cats than females. It is highly advisable to take your cat to the vet so he can be treated. UTI's are incredibly painful and could lead to urination elsewhere such as on beds or soft furniture as he will associate the pain with his litter tray and not want to use it.
UTI's are usually caused by diet or stress. If on a dry diet, cats do not usually get enough moisture which concentrates the urine and harmful crystals develop. It is best to change his diet to wet/canned and add water to his food. Investing in a pet water fountain is a very effective way of enticing a cat to drink water (cats have a low "thirst drive" and will often not drink even when thirsty; they have evolved to get all their moisture from their prey/food). It is vital to increase his water intake to help prevent this happening again.
Stress can also cause a UTI. You can get "Feliway" which is a plug-in device which disperses pheromones designed to help keep cats calm. This is usually quite effective.
It's just a dominance behavior.
