It is natural for a dogs butt (anus) to come out around the age of 8 weeks; however, for some breeders not wanted. To avoid such an occurrence many breeders are using a method known as "taping". Taping is done by duct taping the rectum to push the inner anus back in. Seeing how the dogs must have bowel movements it is not suggested that the Duct Tape be left on for no more than 2 hours at a time. Another method that is not popular but used occasionally is known as "puckering". To pucker a dogs anus one must first stimulate it by applying light pressure with long, fleshy, moist, cylinder shaped object that has a wet tip. Once the dogs anus is puckered the pucker is to then give the dog a swift kick in the anus to cause it to retreat back into the dog. After several times of puckering the dogs anus no longer protrudes from the dog.
Hope this helps!

Dogs may rub their butts on the carpet to relieve itching or discomfort caused by issues like anal gland problems, parasites, or skin irritation.
It isn't so much their "butts" as their TAILS they chase, because they find it fun, or distracting when they have nothing else to do.
Dogs smell their own butt and the butts of other dogs as a way to gather information about each other. They have special scent glands in their anal region that produce a unique odor that carries important social and health information. It's a natural behavior for dogs to sniff each other's butts as a form of communication and identification.
No, that's the reason why they chase their tails. ;)
