They don't actually spurt water. They are blowing out the air that they've been holding while underwater. There is usually a little bit of water on top of the whale when they do this, and that is just blown up into the air - it's not coming out of the whale. This is called "blowing" and the air hole is called a blowhole.
All whales have blow holes to breathe, also to spurt out the water they suck in when eating plankton.
