Dogs really shouldn't live outside in a urban environment. If they are too big to be a house dog, then they require a large backyard, where they can run. Most inner city houses don't have a large enough space for a dog to exercise.
Beyond that, any of the small to medium sized breeds should be alright for an urban house. Go to YouTube, and search "Breed All About It" or "Dogs 101" to help find a breed that best fits your requirements. You should also consider crossbreeds or mutts (like you would find at your local animal shelter) as they tend to have a better temperament and can be easier to train.
