Shiba means brushwood (a reddish brown wood). In some dialects it also means small. If you are referring to Shiba Inu (the dog breed) it is usually translated as little brushwood dog (because of their coloring). In Japanese Shiba Inu are usually called Shiba Ken (Shiba breed) to avoid redundancy (inu already means dog).

Shiba Inu nicknamed Shiba is a breed of dog originating from Japan. As one of six Spitz breeds it is the anatomically smallest and one of few ancient breeds existing that remains largely intact genetically.
Originally they were breed by the Samurai to warn them of Ninja attack. The Shiba was breed to have exceptional hearing and alertness. When they hear something or someone outside they bark uncontrollably to let you know that there is something/someone outside. The Ninja used stealth, and therefore the Shiba Inu was a great counter to that. Another note ist that the Shiba Inu was breed to look like a fox because when hunting the Samurai would spook up their pray which would then run and hide in any near by brush. The pray were not natural enemy's with fox's, and therefore would not run when they would send the Shiba Inu in. The Shiba would go in and just grab the prey and bring it back to its master.
