Yes, there are most certainly whitetail deer in California, but there is a 'shortage' of which the cause it not yet known as it is not know if this is due to environmental factors, or competition from the black-tailed and mule deer population.

Water is the simple answer. But deer get most of their moisture from the plants they eat. I have watched deer eat snow. I assume they are doing that for the moisture.
