They can wag their tail from birth but their usually to tired and sleeping half the time. Usually when they walk their tail swings side to side. Their trying to wag their tail but some of the muscles in the tail need to strengthened before they can control it fully. usually you see them wagging their tail fully in about the third or fourth week.
