You can usually buy them at a pet food supplier like Petco. You can also buy them on-line if you want to. I would suggest a smaller one if you want it to live a longer life with you. Happy buying!

Breeders and owners sells dwarf hamsters way cheaper and they are tamed

And after breeders tame them and give to pet shops to sell? Due to lack interaction at the store they become UN-tamed and hence it's way better to save money, and get tamed ones, after all? Good pet shops get their pets from breeders anyways! But most times pet shops PAY the breeder a tiny bit of money! So that's why the stores sells hamsters for more than breeders do! Cuz they have to make money on top of what they paid to get the hamsters they sell!

KIJIJI is a great website to get cheap hamster's (there's always new hamsters young and old some with free cages some with price tags! )
