Reindeer, both wild and domestic are found across much of northern Russia. Major domestic herds (listed from west to east) include:

Smaller herds are found on the Kola peninsula, the island Novaya Zemlya, and the Kamchatka peninsula.
Wild reindeer generally live in Russia's boreal forest, but also overlap with domestic herds that reside on the tundra.
Reindeer do not live as far south as major cities such as Moscow. Generally, they live in undisturbed forest. In eastern Russia, they live almost as far south as the Russia-Mongolia border. They live all the way to the edge of the Arctic Ocean.

First, it should be noted that this is a myth, a popular legend that has been told for several hundred years. It is a story about Santa Claus (or Father Christmas) flying through the sky in a magical sleigh, pulled by reindeer, to bring gifts to children all over the world. In the original telling, popularized in a poem called 'Twas the Night Before Christmas, there was no reindeer with a red nose; there were eight reindeer, and they all pulled the sleigh. A ninth reindeer, Rudolph, was added later-- in the 1930s, when a hit song about "Rudolph the Red-Nosed Reindeer" made him part of the story. But whether he was original to the story or not, the purpose of the reindeer with the nose that was "glowing" (not "growing") was to help Santa/Father Christmas see the homes with the good children, so that he could make sure they received their Christmas gifts.
Reindeers don't live forever
I have no idea. I would assume that it was around the time when the tale of Father Christmas and His Reindeer was created. By the way, it's spelt Rudolph.
In Finland, Father Christmas is said to ride on a sleigh pulled by reindeer to deliver gifts to children on Christmas Eve. This tradition is similar to the one associated with Santa Claus in other countries.
At Christmas time Santa or Father Christmas eats cookies or biscuitsn and mince pies. His reindeer eat lots of carrots. Santa or Father Christmas drinks milk and maybe some sherry too. :)
