Mainly to keep them out of the way! Most four-legged animals must be prepared to run at any given moment, and breasts would get in the way and be more prone to injure on the chest. For a grazing animal, it would also be difficult to eat while your baby is nursing, and it would be harder for the young to reach the teats.
Incidentally, an elephant is a four legged animal that has it's teats between it's front legs. Since elephants have few natural enemies, they don't have to worry about running as much, and with a long trunk, the cow can still eat at the same time as her baby!
