they are trying to look bigger to fend off attackers, thats why they spray and there hair sticks up too.
either you have a strange cat or its in heat
Because it feels good to them. They can't reach that spot by themselves so it feels good when someone scratches it for them and so raising their butt up shows that they are enjoying it and that they want you to keep scratching them :)
stick a vacuum up you butt lay on your stomach for a couple of minutes. the weight of your will force out the excess air.
shove your finger up your butt, lick it, stick it in the air, fondle it, eat it, love it. Cherish it love it hold it forever and give that gold out of your butt to your ugly girlfriend

It is hard to do the back exercise by keeping your butt in air for a minute.
It means that your cat is in heat if your cat does that. The howling is annoying i know i have a female cat who has been and is actually now currently in heat. I recommend waiting until your female cat is no longer in heat ( which means she wont be howling or trying to pee everywhere) to have them spayed or neutered due to problems that may arise. And when she puts her butt in the air it is the position in which she would be in if she was mating. The howl means she's alerting all male cats in the area that she is in heat and will continue until she mates. Also the cat in heat will lick her butt a lot it means that she is cleaning it for when she will mate. You may see changes in behavior from male cats as well that are near the female. They may start calling and howling as well and become more aggressive and territorial.
it doesn't get much air

Yes, cats love to eat air it helps them stay alive.
When bed bugs stick their butts in the air, it's typically a behavior associated with their mating rituals. This posture allows males to better locate females through pheromones, facilitating the mating process. Additionally, it can also be a defensive posture when they feel threatened. Overall, this behavior is a natural part of their reproductive and survival strategies.
