I wanted to add to my question a little bit. I recently got a German Shepherd pup from my friend. She is female, around three months old. Since I got her she has been very unhappy/depressed, doesn't eat much, is fearful of everything, and stays up all night whimpering (I keep her outside). Today, I realized that when I make whimpering noises like a dog she gets super excited and playful and apparently hungry. Also, she sometimes urinates when I make the noises. Once I stop, she goes back to her sad behavior and retreats to a corner (like she's been doing). Anything that can shed light on what's going on will be greatly appreciated b/c there's nothing sadder than a depressed puppy.

A puppy can get jealous of an older dog but dont worry there can be a way like make the puppy be happy with somthing and distract them by somthing that will make them happy and not the older dog jealous.
Swim around, make playful noises and chase boats. Also to attract and entertain tourists.
Give the alot of love to make them happy. :)
