All Shih Tzus do that so it is nothing to worry about, but i think it is suppose to clean their eyes like tears clean our eyes except their run-off is red so it stains the fur. I don't know why it smells sour. But for my shih Tzus, i use Angel Eyes, which is little powder you put in their food. It helps alot with the nasty smell and even clears up their face a little.
