Why might a 6.2lb poodle have a penis that drags on the ground?

I'm no expert on small breeds but I have owned several poodle mixes including 2 peek a poos. I had both neutered but one still had to answer "the call of the wild" from time to time. After feelingrelieved his member would tend to remain erect for less than five minutes and seemed to be no more than an inch or two at the most. Like i said I am not an expert but to me that sounds wrong, especially if he is standing there with his back arched. That could indicate an intestinal hernia. The hernia would explain why his penis remains extended so far because the relocated intestine could be pushing on it from the inside. This could potentially cause extreme discomfort and sensitivity in his pelvic region which could be the cause of his back remaining arched until his erection subsides. Regardless, I would seek medical counsel for him at your soonest convenience.
