Puppy tails don't just fall off by themselves - they are amputated or docked to conform to the breed standard. The breed standard was developed in the Middle Ages, when a tax on dogs was instituted. Working dogs, such as herding or guard dogs, were exempt from the tax and to show they were exempt had their tails docked.

If you see a boxer puppy prior to docking, then afterwards, you can see how much length is removed. Ideally, this is done by a veterinarian within the first few days of birth to minimize pain and scarring. However, some breeders will perform the procedure at home, sometimes with elastic bands (called an "elastrator" - it's also been marketed to castrate calves, sheep and goats).
