well it depends on how old he is. my dog started to sniff his urine when he was about 1yr old. they don't sniff it when they are younger because, then, they are just peeing, not marking their place. if they are young then this doesn't matter. however, if they are older and they don't sniff their urine that doesn't mean there is something wrong.
