What does plonker really mean?

I believe plonker refers to an overweight individual. It can also mean someone who is stupid and inept and used both as a serious comment and as in humour. It is also an affectionate term in the UK for someone that arranges flowers. In Australia it refers to someone who cannot ride a motor bike after it has been washed
