There isn't much of a big difference. The approach is similar; both services seek to find the solutions to the customers need.
I believe Stake Holder refers more to Business to Business, because stakeholders are anyone that is involved in a business from Venders, Employees, Managements, Customers, even the government. (Mass Marketing and Relationship marketing are the easy bits, its the stakeholder is the harder one.)
It is different from marketing a product because it is a service. Marketing Tourism is different from marketing a service because it is one of those services that aren't needed, but people appreciate. Also, going on vacation requires one to devote multiple days to vacation.
