This is an opinion only: Battery manufacturers sell pretty package in large quantities at lower prices, knowing that in many if not most households the unused will simply be stuffed away in a location from which they will never be retrieved while still useable, and because most consumers can operate the remote but not the TV, they will buy some instantly at the nearest local market. It is a form of planned obsolesce, and it seems to work.
