There are many ways to study The Bible; first let me let me say what would be most helpful to you; if you have not already done so; is to join a local church where you will be able to take advantage of the wisdom and knowledge of those who have decades experience and wisdom from studying the Bible.
The only tool I strongly suggest you purchase is a Study Bible; order on-line or purchase from local book store
1. Study Bible /costs approximately $45.00
2. Bible concordance; I personally recommend "Strong's Concordance" you can find it on-line for free or it cost approximately $20.00 if purchased at book store
3 Bible commentary; I personally recommend "Matthew Henry Commentary" /find it on-line over the internet for free; unless you want to spent several 100's of dollars to buy the volumes
To Name a few Methods of study:
1. Subject: for example look up a word from the Bible such as "Baptism" and from the Concordance you will find all the scriptures that the word is found in; you could then use the commentary for expositions of the scripture the word is found in
2. Books: Pick out a book from the Bible (strongly suggest start in the New Testament)
examine the key words (ones used most) or the theme in each chapter
3. Group study uses these methods mentioned above
Most importantly Pray; ask God to open your mind to understand the scriptures for the things of the Spirit knows no man nor can he rightly comprehend them except the Spirit of God guide him; pray well and you will study well.

It is sorta the same. a devotional bible is a bible that helps you understand and pray about a section of the bible in you quiet time with God. and a study bible is more to get into the bible and study learn and understand it better and most study bibles have like definitions of words in the bible and stuff like that. great question.
