The first combination lock was with a dial type system dated back to midevil times. But not nea similar to modern day combination locks.
If you have n rings with r numbers in each ring, then the probability of any particular combination is 1/(r^n). r^n denotes r to the power n. So, for a typical lock with three rings, and 10 digits in each ring (0-9), the probability is 1/(10^3) = 1/1000.

You have to have a combination. If you have a key lock you don't need a combination, all it is is a lock that says master and a key to turn it and then it opens what you have in it.
Joseph Loch invented the modern combination lock in 1878.

With lock open, slide right lock release (the logo "A") to the right. While holding it there, depress vertical bar inside lock opening (at the left side of opening). Then continue sliding the lock release button further to the right. Now reset the combination. Check by trying to lock that side. Repeat procedure for other side, mirror image instructions.

A combination lock is not the same as a padlock. A combination lock could be in a padlock. A padlock can use different lock mechanisms, including a combination lock.
To reset a TSA007 luggage lock, first open the lock using the current combination. Then, locate the reset button on the lock and press it. Enter a new combination of your choice and make sure to remember it. Close the lock and test the new combination to ensure it works properly.
If this is like mine, you must first know the combination to open the lock. If it is locked and you don't remember the combination, or don't know it, you will probably have to cut it off with bolt cutters. When lock is open you may then set to any combination you like. The lock will memorize whatever the combination was when it is closed. Once closed change the numbers and the lock will not open until the combination showing when the lock was closed is dialed in.
First of all, you need to unlock it. If you don't know the current combination: it can't usually be changed. Then, you need to set your new combination and lock it. It should then be set.
To lock a TSA lock securely, first set your desired combination. Then, push the shackle down and turn it 90 degrees. Finally, scramble the numbers to secure the lock.
