Well first off, the word "cheat" is not in The Bible. So, you must find a Bible word similar to our modern day word of "cheating." To cheat means to deceive. To cheat is to deceive another person or yourself to believe something honest and true when it is not. For example, to cheat on a test means to deceive the inspector/teacher that you did your work honestly. Cheating on a person is to deceive that person in thinking that you are honest and true to that person.

In the Bible, deception was only allowed by God during warfare with the Jews. It was because the land for which they were fighting was promised to Israel. God simply "gave" it to them without Israel having to do much fighting in some battles. For me, I would only justify deception if it increases the chances of safety against an enemy.
