It covers many aspects of life from hi gene to laws that people need to live by in order to have a working society. To oversee all of this there is a single God to fear, simplifying the business of having myriads of little gods. it was developed over time and has succeeded in what it was designed to do preserve the Jews as a distinctly separate group of people not only theologically but also to a certain extent racially.
The New Testament would have little effect on society as it was being formulated and watered down to suit the roman church and its will to have it fit into the existing society's without making too many waves.
