No one. There are a number of different IQ tests, and they all have slightly different ranges but all these tests share similar difficulties when testing gifted people. I.e. they become less accurate the more gifted you are and using IQ for highly gifted people becomes less meaningful especially to differentiate intelligence among this population.

In general 99.99999% of the population will have an IQ below 170.
