It depends upon whether you mean the Old Testament or the New Testament.
The Old Testament from the book of Genesis through to the prophet Malachi was the original Hebrew Bible that the Jews used way before Jesus Christ. It was written centuries before Christ and was used regularly in Temple and synagogue worship. It is therefore impossible to say who 'used' even part of it first.
The New Testament is equally difficult to attribute a first user. Scholars believe that most of Paul's letters were probably the first writings of the New Testament (around 50 AD) along with the book of Mark which was in circulation around the same time. Of Paul's writings, the first letter to the Thessalonians is believed to be the first letter written. Therefore the Christian Church in Thessaloniki - near modern-day Greece, was probably the first Church to read one of Paul's letters, and therefore one of the first groups to use part of the Bible.
Finally, it is impossible to say who was the first to use the complete Bible as we know it today, as versions differ between different Christian denominations, and there are still differences today (eg Catholics include the 'apocryphal' books in the Old and New Testaments whereas Protestants include them only in a separate section in some Bibles.
