Take a drill and dismantle it then get a circular piece of wood, cut a hole in the middle, and fasten the drill to it, mount it to a base and get a sufficient power source
It is important to use a fixed common reference point on your work peace or drawing to avoid cumulative error, i.e. if a hole is drilled using an incorrect measurement initially, then continuation to measure from the error instead of using a common reference point could result in a whole piece of work being scrapped. Also if somebody has to take over the work, they would need to understand were the dimensions were taken from to enable them to carry on with the work.
In a dry liner the coolant runs in channels in the block, and the liner is only like a sleeve stuck in a metal hole. Poorer cooling, but an easier build.

Sometimes a hole may have to be drilled if the wires can not be passed through an existing hole. Be sure if a hole is drilled that all metal burs are removed and that the wires are wrapped well to prevent abrasion. Electricity and eventual bare wire caused by rubbing on metal over time will cause arcing and a possible fire.
