If she has not, the girl could still conceive if she has unprotected sex during her first cycle but before she has shed her uterine wall at the end of the cycle - i.e. had her period. In any case, at age 11 it is quite likely that girl has either had her first period or is about to get it. I got mine for the first time at 11, and so did many of my friends. My mom got hers at age 10. Most girls get theirs by age 13. And plus, these days it's more common for girls in the US to get their periods earlier than before - say 8 or 9 as opposed to 11 or 12. This is contributed both to rising rates of child obesity and higher access to vitamin C (via citrus fruits and vitamins). So in conclusion - yes, an 11-year-old can definitely have a baby!
