No it does not When the foreskin is not able to retract yet no dirt can get under the foreskin and the inner linig and lining of the foreskin and glans serve to protect the area against infection. once the foreskin can be retracted the protection is still there for the sensitive parts of the genitalia but now it is simple to keep it clean like any other part of the body.

As a mater of fact circumcision is more likely to lead to hygiene problems then not.
